For the Project's needs a special Operational Plan of Action has been elaborated.

The Operational Plan of Action distinguishes five target group categories and proposes respective training actions.
These five categories that form the project's core present a  diversified importance and involvement degree when it comes to the exercising of the Presidency and are:
o 1st Ministers and General Directors,
o 2nd Presidents, vice Presidents/National Representatives,
o 3rd Presidency supporting groups,
o 4th Serving officers in central Ministries and Departments and
o 5th Press and Publicity officers, Interpreters and Logistics officers.
