At least ten thousand Greek and foreign books on specialised scientific fields are disposed of EKDDA’s 25-year old library, member of the National Network of Scientific and Technologic Libraries. The Library is accessible to the citizens and its collection is mostly automated according to the AVECT 5.5 programme of the National Documentation Centre (EKT). It is open daily from 08:30 through 15:30.

The collection is regularly enriched with books, dictionaries, encyclopedias, guides, informational material, special OECD editions, WTO editions, editions of the Centre of Planning and Economic Research (KEPE), of the Hellenic Company of Local Development and Administration (EETAA), of the Institute of Labour, as well as with the papers of the ESDD and ESTA students (appr. 4.500 so far).

In addition, there are 140 titles of foreign magazines and 40 Greek ones, as well as publications of the Hellenic Statistical Authority, the European Institute of Public Administration, the European Council and Unesco. Also, there are nine foreign newspapers delivered daily and one can electronically search for Greek legislation (GG) and access to the EU Gazette.

The collection is automised in its greatest part and installed on EKDDA’s server and thus electronic searches are possible through EKDDA’s website: www.ekdd.gr. The library, being a member of the National Network of Scientific and Technological Libraries, allows the search and exchange of articles among hundreds of collaborating libraries within Greece and abroad.

After a Ministerial Decision a new Training Certification system for the employees of the Public Sector, the Public Entities and of the Local Government has been established. It aims at improving the quality of administration and the support of legislative changes with the adoption of qualitative and objective evaluation criteria for the training structures, the training programs, as well as for the knowledge and skills of the PA and Local Government HR. The certification of a training program is conducted by the Central Certification Committee, an independent body presided by EKDDA’s Secretary General, after the Training Program’s Design File and its accompanying sub-files are submitted by the institution interested to EKDDA’s Independent Department of Certification, Quality Management and Internal Audit.

This is a newly formed Unit aiming at collecting, processing and distributing data on issues regarding the HR development, as well as issues regarding the introduction of functional changes and innovative methods and approaches in PA and Local Government.

The Unit is also responsible for submitting proposals for facing phenomena of administrative dysfunction notably in fields where a low satisfaction degree on the part of the citizens for the services delivered has been detected, as well as for processing and evaluating the reports submitted by the trainees and notably the directors and heads of departments regarding the redesigning of structures and procedures, reports that contribute to the functional upgrading of the services they lead.

Additionally, the Unit sees to the good function and management of the website where all the calls for expressions of interest for PA revocable positions are uploaded as well as the drafts of legislative and regulatory provisions that are on for public debate (www.opengov.gr).

The L3966/2001 (art. 57) provides for the obligation of all PA institutions/agents to notify EKDDA on the studies and researches relative to the issues mentioned above in order for a portal for collecting this material to always exist and be handy for the institutions interested. This notification is required in order for these studies and researches to be paid off.

The National School of Public Administration and Local Government (ESDDA) is one of EKDDA’s training units that, according to L 3966/2001 (art. 57) succeeds the National School of Public Administration (ESDD) and incorporates the National School of Local Government (ESTA). The new, unified School is going to continue and upgrade the role of the former two Schools feeding the PA with highly educated/trained officials of fast promotion, capable of responding to the new conditions the Hellenic PA and Greece in general are faced with.

The ESDDA accepts University and Technological Institutions graduates that have succeeded at its entry competition that’s organised and realized by an independent Central Examination Committee. Each time, the number of enrollments is determined by the notice of competition. The School’s students, if not already public servants, are considered probationers with wage and insurance rights.

The Institute of Training (INEP) and its decentralized structure in Thessaloniki (PINEPTH) is EKDDA’s training unit with the mission of training both the newly appointed Public Sector’s employees and the already serving staff of the Public sector and the Local Government through specifically designed certified programs. INEP’s training actions were completely redesigned so as to support the effective implementation of the public policies concerning the administrative reform and decentralization, the effectiveness and transparency, the sustainable development, E-Governance, health, social policy and social solidarity.

The new training design empowers EKDDA’s cooperation with the public services and institutions towards the elaboration of operational training designs, through a modern system of detecting the training needs and assessing the results of the training provided. Moreover, innovative problem solving workshops are established, substantial training decentralization is strengthened, the Trainers’ Registry is redesigned so as to relate each trainer’s expertise to the training programs’ subjects and electronic communication is adopted for all the training services provided.
