Dr. F. Komseli presented the Greek case-study regarding EKDDA’s training and consulting activities on “improving corruption prevention skills” in order to support:

• the administrative reform
• the fight against corruption
• the reforms in the domain of Health

More specifically, Dr. F. Komseli presented the 32 training actions that EKDDA/INEP organised in the framework of the implementation of the Road Map concerning the delivery of technical assistance on the issues of anti-money laundering, legalisation of revenue deriving from criminal activities and that of the fight against tax-evasion. The trainings supported by the EU Task Force for Greece with the assistance of the Dutch Taxation Authority (FIOD) were attended by 760 officials from taxation, auditing and police authorities as well as from the field of banking.

Dr. F. Komseli also referred to the trainings organised for 4.500 taxation and customs officials as well as public revenue auditors and officers from the Hellenic Body of Financial Crime Prosecution; these actions were organised all over Greece and included on-the-job training, that is under real operational conditions.

A delegation from the Ministry of Public Administration of Bangladesh visited EKDDA on 11^th October 2013. The delegation expressed their interest in co-operating with EKDDA regarding issues of HR training and international know-how transfer.

During the study visit the Bangladeshi delegates were informed on the actions and initiatives developed by EKDDA and aimed at supporting the Hellenic PA reform as well as on the training of the Hellenic PA personnel, including the MoUs EKDDA has signed at European and international level.

The delegation, led by the Senior Secretary of the Bangladeshi Ministry of Public Administration, Mr. Abdus Sikder, was received by EKDDA’s Deputy Secretary General, Dr. Fani Komseli, and the Chairman of EKDDA’s Governing Board, Mr. Pavlos D. Pezaros.

A similar study visit at EKDDA was realised on 10^th September 2013, when an 11-member Bangladeshi delegation deriving from the Bangladeshi Civil Service Academy, led by the institution’s Rector, Mr. Shafique Alam Mehdi, visited Greece within the context of the institution’s Capacity Strengthening project.

EKDDA is designing and implementing training programmes aiming at the transfer of know-how regarding “Best Practice” at international level. This initiative is part of EKDDA’s partnerships with foreign counterparts on PA issues and is also part of the interstate agreements of Greece for the support of reform policies and actions. It aims at introducing and endorsing innovative approaches, methods and procedures as well as at training the senior PA officials on the successful practice and standards adopted abroad.

Moreover, in 2010, EKDDA undertook the study for the restructuring and modernisation of the Cypriot local government and, in 2012, our institution supported the preparation of the Cypriot Presidency of the EU Council. Also, in 2011, EKDDA organised a thematic conference with the cooperation of the French ENA and another one, in 2008, with the participation of the representatives of all the cooperating European and international PA institutions.

After a Ministerial Decision a new Training Certification system for the employees of the Public Sector, the Public Entities and of the Local Government has been established. It aims at improving the quality of administration and the support of legislative changes with the adoption of qualitative and objective evaluation criteria for the training structures, the training programs, as well as for the knowledge and skills of the PA and Local Government HR. The certification of a training program is conducted by the Central Certification Committee, an independent body presided by EKDDA’s Secretary General, after the Training Program’s Design File and its accompanying sub-files are submitted by the institution interested to EKDDA’s Independent Department of Certification, Quality Management and Internal Audit.
