The mission of E.K.D.D.A. aims at the continuous modernization of:

• The organizing and the operation of the public services, both central and regional
• The wider public sector and
• The bodies of first and second degree local government

In order to achieve this aim:

• Strategic actions for the development of human resources are exercised
• Structures and procedures are studied
• Reformative programs for the means and the methods of operation are supported

Analytically, the mission of E.K.D.D.A. focuses on the following points:

• The vocational training and education of the entire personnel: the central and regional administration, the first and second degree local -government, the Public Law Legal entities, the mutual benefit public enterprises, the private legal entities and enterprises, whose administration is appointed directly and indirectly by the Public Sector through an administrative act or through the right of the shareholder, the enterprises of the organizations of local government as well as the public officers
• The training of the elective instruments of the organizations of first and second degree local government
• The creation of executives for the public administration and the local government
• The elaboration of researches and studies and the presentation of the results to the Minister for Interior for the establishing of a strategy for the development of the human resources of the public administration and the introduction of organizational changes
• The contribution to the constant modernization of the organization and operation, through the research of the procedures and the structure of the bodies of the wider public sector, the elaboration of studies and plans and the consultative support for their application
• The support of procedures for the application of reformative actions of the Ministry of Interior, as well as the quality competitions among the public services, which are organized by the same body
• The introduction of the individual training card for the employees, for the monitoring of the progress of their training

In order to be able to fulfill its mission, E.K.D.D.A. has, among others, the following institutional capacity:

• To elaborate studies and to undertake researches
• To provide consultancy services
• To certify the level of knowledge and skills of the employees of the public sector, the private law legal entities and the organizations of the first and second degree local government
• To certify the training spaces, the relevant equipment, the administrative and scientific support for the implementation of the training programs of the employees of the organizations of the wider public sector and generally the training infrastructures
• To assign the planning and realization of vocational training programs for the civil servants, to organizations whose educational infrastructures it has certified

For the realization of its mission, the National Center for Public Administration and Local Government has adopted a Quality Assurance System and has been certified with ISO 9001.
